I think there is no need for risers. The template material is only 1/4 inch thick. It sits directly ON the hemisphere. After attaching it with some tape I would just run the hot knife right along the inside of the hole in the template.

I could clamp the hot knife to a collar screwed down to a square wooden dowel that spans the hole and that keeps it perfectly perpendicular. I will think it over a bit more. Thanks for the suggestion.

Cutting with the knife vertical or horizontal?

Horizontal, and you could cut a flat spot, and glue the wooden mount to the outside face rather than inside the sphere.
